İcbari tibbi sığortanın tətbiqi və icbari tibbi sığorta haqqının toplanılması 2021-ci ildə həyata keçiriləcək

Milli Məclisin 30 mart 2020-ci il tarixində keçirilən plenar iclasında “Tibbi sığorta haqqında” Azərbaycan Respublikasının Qanununun (Qanun) 4 maddəsinə dəyişikliklər qəbul edilib.

Birinci dəyişikliyə əsasən, icbari tibbi sığorta ölkənin inzibati ərazi vahidləri üzrə 2021-ci il ərzində mərhələli şəkildə tətbiq olunacaq.

İkinci dəyişikliyə görə, qeyri-dövlət və qeyri-neft sektorunda çalışan işəgötürən və işçilərdən aylıq hesablanmış əməyin ödənişi fondunun 8000 manata qədər olan hissəsindən ödənilən sığorta haqqının məbləğinə 2022-ci il yanvarın 1-dək 50 faiz güzəşt tətbiq edilir. Bu o deməkdir ki, 2022-ci il yanvarın 1-dək qeyri-dövlət və qeyri-neft sektorunda çalışan işəgötürən və işçilərdən aylıq hesablanmış əməyin ödənişi fondunun 8000 manata qədər olan hissəsindən 1%, 8000 manatdan yuxarı olan hissəsindən isə 0.5% miqdarında icbari tibbi sığorta haqqı tutulacaq. 2022-ci ildən etibarən isə sözügedən sektor üzrə işəgötürən və işçilərdən aylıq hesablanmış əməyin ödənişi fondunun 8000 manata qədər olan hissəsindən 2% miqdarında icbari tibbi sığorta haqqının tutulması müəyyən olunub.

Üçüncü dəyişikliyə əsasən, dövlət büdcəsi hesabına ödənilən icbari tibbi sığorta haqları, tütün məmulatları, alkoqollu və energetik içkilərə tətbiq edilən sığorta haqları istisna olmaqla, digər icbari tibbi sığorta haqlarının toplanılmasına, eləcə də müştərək maliyyələşmə məbləğinin tətbiqinə 1 yanvar 2021-ci ildən başlanılacaq.

Dördüncü dəyişikliyə görə, 2024-cü ildən etibarən Qanunun 15-10.1.5-ci maddəsinə əsasən müstəqil ödəyicilər üzrə təqvim ili üçün minimum aylıq əməkhaqqının 48%-i miqdarında icbari tibbi sığorta haqqı nəzərdə tutulub.

Qanuna dəyişikliklərin edilməsinə səbəb bir sıra dövlət qurumlarının, o cümlədən İcbari Tibbi Sığorta üzrə Dövlət Agentliyinin (Agentlik) və Tibbi Ərazi Bölmələrini İdarəetmə Birliyinin (TƏBİB) işçi heyətinin və maddi resurslarının ölkədə koronavirus pandemiyası ilə mübarizəyə səfərbər edilməsidir. Koronavirusla bağlı respublikada yaranmış vəziyyət Agentliyin və TƏBİB-in, o cümlədən bütün tibb müəssisələrinin və tibb işçilərinin ölkədə hər an dəyişə bilən sanitar-epidemioloji vəziyyətə hazır olmalarını, onların bütün güc və səylərinin virusla ciddi mübarizəyə yönəltmələrini tələb edir.

Qeyd edək ki, hazırda icbari tibbi sığorta respublikanın 23 şəhər və rayonunda (Quba, Qusar, Xaçmaz, Şabran, Siyəzən, Xızı, Şamaxı, İsmayıllı, Ağsu, Qobustan, Balakən, Zaqatala, Qax, Şəki, Oğuz, Qəbələ, Göyçay, Ucar, Zərdab, Kürdəmir, Mingəçevir, Ağdaş və Yevlax) tətbiq edilir.
